Carta Porte: Multiple Unit Billing in BNSF Shipping Instructions Beginning February 23, 2022

As we have reported, new Carta Porte rules issued last year by the Mexican Tax Authority (SAT) mandate additional waybill information on shipments moving to/from Mexico, including commodity description, package type and quantity for each product. While the mandate went into effect on January 1, 2022, SAT provided a grace period for compliance with these new requirements, with enforcement to begin on April 1, 2022.

BNSF has been working to ensure that the required Carta Porte information can be transmitted and received through Electronic Data Interchange (EDI) as well as our Shipping Instructions application. Since January 1, our systems have been enabled to accept the additional information via EDI and through single-unit billing in BNSF Shipping Instructions.

Beginning February 23, 2022, customers will be able to bill multiple Mexico-bound units in Shipping Instructions. The application will allow Carta Porte information to be copied from the lead unit to each follower unit. With this new functionality available in Shipping Instructions, Carta Porte information will be required for all Mexico-billed shipments. The Shipping Instructions application is accessible via the BNSF Customer Portal (login/password required).

If your waybills are processed through Electronic Data Interchange (EDI), we remind customers to please ensure that you are using EDI version 5010RAIL or later.
