Implementing STB Rule on Demurrage Billing Requirements

On April 6, 2021, the Surface Transportation Board (STB) adopted a final rule governing certain minimum information that Class I carriers should provide on or with demurrage invoices. The new rule, which takes effect on October 6, 2021, also establishes a machine-readable data requirement.

BNSF is studying the final rule and evaluating what actions might be needed to implement the requirements outlined by the STB. All of the information required is already available to customers through a suite of customer tools available on, including Rail Central, Track Your Shipment and the Customer Dwell Management Tool (CDMT). By utilizing these tools, and in particular CDMT, which is a one-stop shop for pipeline and demurrage management, customers can manage the incoming flow of rail cars to minimize dwell and demurrage charges.

By providing greater access to real-time information, BNSF has made significant enhancements in the ability of customers to manage their railcar inventories. As always, we will continue to collaborate with our customers to make these systems and processes even better.
