UPDATE - Extension of Carta Porte Grace Period Through December 31, 2023, and Two New Requirements for Compliance in 2024
The Mexican Tax Authority (SAT) is extending the official Carta Porte enforcement date set for August 1, 2023, to December 31, 2023. As previously communicated on June 26, 2023, BNSF, in conjunction with the railroad industry, implemented logic requiring Carta Porte data for all shipments bound for Mexico to facilitate a seamless changeover to the new process and will continue to require Carta Porte until the new requirement date.
Carta Porte rules are also requiring two new data elements, beginning January 15, 2024:
- Mexico Hazardous Packaging Code (MHP) will be required on all loaded hazardous material shipments and both residue and last-contained shipments with an origin or destination within Mexico.
- Mexico Unit Packaging Code (MCP) will also be required on all loaded and revenue empty shipments, as well as both residue and last-contained hazardous shipments, with an origin or destination within Mexico.
BNSF will implement the new MHP and MCP rules beginning in November 2023 to allow for adequate testing and ensure a smooth transition. These new elements will require billing parties to update their Electronic Data Interchange (EDI) patterns on Mexico-bound shipments.
