On April 6, 2021, the Surface Transportation Board (STB) adopted a final rule governing certain minimum information that Class I carriers must provide on or with demurrage invoices. The new rule, effective October 6, 2021, also establishes a machine-readable data requirement. BNSF is in full compliance with the requirements included in this STB final rule.
In addition to the information BNSF already provided on demurrage invoices, the invoices now reflect the shipment waybill date, the origin station/state, original estimated time of arrival (ETA) date/time, and the last interchange receipt date/time (as applicable). This required information has always been accessible to customers through our suite of online tools available in the BNSF Customer Portal (customer login and password required), which includes Rail Central, Track Your Shipment and the Customer Dwell Management Tool (CDMT).
We have taken the additional step of consolidating the required information in the CDMT for ease of reference, and the information is accessible in a machine-readable format. By utilizing the CDMT, customers can manage the incoming flow of rail cars to minimize dwell and demurrage charges. As a reminder, please note that ETA information continuously updates as your shipment moves across the BNSF network. We encourage customers to utilize Rail Central to access real-time data on their active inventory 24 hours a day, seven days a week as well as Track Your Shipment regarding the specific status of cars or trains as they move to final destination on BNSF, or to an interchange point.
By providing greater access to real-time information, BNSF has made significant enhancements in the ability of customers to manage their railcar inventories. Reduced railcar dwell translates into faster, more reliable cycle times and better service.
