UP-NS Merger Application Filed: What’s Next

Date
Dec 19, 2025

Dear Customers,

Earlier today, Union Pacific (UP) officially submitted its approximately 7,000-page application to the Surface Transportation Board (STB) for its proposed merger with Norfolk Southern (NS). This filing marks the beginning of a regulatory review that could significantly reshape the rail industry and impact all those who rely upon it—and we are committed to keeping you informed every step of the way.

Importantly, should their application be accepted, it starts a three-four-month comment period that would be adopted as a part of the STB’s procedural schedule. This is your opportunity to make your voice heard and help shape the outcome.

If approved, this merger would consolidate nearly half of the nation’s freight under one railroad, reducing customer choice and long-term competitiveness. At BNSF, we are conducting a detailed review of the application and will continue to actively engage in the STB process to ensure that your interests—and the integrity of the supply chain—are protected.

Here’s what you can do now:

We will continue to share updates on the timeline and key developments. Thank you for your continued partnership as we work together to preserve competition and choice in the rail industry.

Sincerely,
